HSE introduces new tobacco retail licensing – CSNA

The EHS/HSE have advised the Association that they will be providing advance notice to those people renewing their licences

From 2 February 2026, all retailers selling tobacco and/or nicotine inhalation products in Ireland must apply to the Health Service Executive (HSE) for a premises-specific retail licence.

Those wishing to sell tobacco products and/or nicotine inhalation products must apply to the Health Service Executive (HSE) for a licence.

Retailers already registered to sell tobacco products or selling nicotine inhaling products before 2 February 2026 have six months to apply for a licence.

A separate licence is required for each premises retailing these products.

The annual fees are:

  • €1,000 for tobacco products
  • €800 for nicotine inhaling products
  • €1,800 for both tobacco and nicotine inhaling products

Further information on how to apply for a licence and to submit an application is now available at hse.ie/tobacco-nicotine-licence.

The licence is to be renewed annually on the anniversary of the granting of the original licence.
