SuperValu store owner fails to stop supermarket plan for Talbot Mall

An Bord Pleanála has rejected an appeal by the owner of five SuperValus, including one on Talbot Street, to stop Irish Life Assurance converting a nearby mall into a supermarket.

The Kane McCartney Group, run by businessmen, Eddie Kane and Dan McCartney, said planning permission for the new supermarket should not be granted due to an overconcentration of such outlets already existing in the area.

They also argued that a new supermarket would not enhance the mix of retail uses on Talbot Street, and pointed out that the plans did not provide for any car or cycle parking spaces.

However, Irish Life, which owns the Talbot Mall, said the development aligned with the council’s aims of revitalising older retail centres through the rejuvenation of existing shopping centres.

The Irish Times reports that the ruling now clears the way for Irish Life to build a 1,791m³ supermarket, including a bakery and off-licence section.

An Bord Pleanála said the proposed development, subject to compliance with a number of planning conditions, was an appropriate redevelopment of the shopping mall and would be consistent with the council’s retail policy.

The existing pedestrian route through the mall between Talbot Street and Abbey Street will be removed following the development; a move which Irish Life said is needed for security and safety reasons.
