CSNA urges retailers to apply for tobacco and vaping licence
By the 2 August 2026 all retailers must have applied to the HSE for a licence

As a reminder, Convenience Stores & Newsagents Association (CSNA) has advised those wishing to sell tobacco products (this includes cigarettes, cigarette paper, cigarette tips, cigars, roll-you-own tobacco, novel tobacco, other tobacco products) and/or nicotine inhaling products (this includes vapes, vape refill containers that have nicotine in them) by retail must apply to the Health Service Executive (HSE) for a licence.
Deadline
By the 2 August 2026 all retailers must have applied to the HSE for a licence.
A separate licence is required for each premises and for each website (or otherwise online) retailing these products.
The annual fees are:
- €1,000 for tobacco product
- €800 for nicotine inhaling products
- €1,800 for both tobacco and nicotine inhaling products
In relation to payment methods regarding the tobacco products/nicotine inhaling products licence fee may be paid to the HSE via online electronic bank transfer as well as credit/debit card.
